The Pareto principle (Joseph M. Juran, 1941, named for Vilfredo Pareto) observes that for many phenomena ≈80% of the effects come from ≈20% of the causes. A Pareto chart makes that visible: bars descend by frequency or cost, and a cumulative line tracks running share. The bars to the left of where the line crosses your threshold are the "vital few" — fix those first for the biggest return. Counts can represent defects, dollars, minutes, tickets, anything additive.
